Govt Adopts Changes to Education Laws
The cabinet adopted on Thursday the changes to the organisation and financing of education act and the elementary school act, Education and Sport Minister Milan Zver told the press.
According to Zver, changes to the act on funding task the state with providing 100% of funds for public and private schools. They also allow kindergartens and elementary schools to join into education centres.
The new ways of funding will be introduced gradually by 2012 for all secondary and higher education institutions, he added.
The amendments moreover harmonise the required competencies for education workers with the Bologna Process and call for stricter checks of people with criminal record who were applying to teach at schools in order to prevent sexual abuse of children, Zver added.
The changes set the tasks of the institutions in marking national holidays and change the name of the citizens and ethics subject into citizens, homeland and ethics subject.
Amendments to elementary education legislation meanwhile introduce a second foreign language in the last three years of the nine-year elementary education in Slovenia.
They allow teaching of Slovenian to children of foreign parents, give primary school pupils the chance to select elective subjects at will, and give schools the autonomy to freely distribute the number of hours for all subjects, with restrictions imposed on Slovenian, Italian, Hungarian, mathematics, a foreign language and physical education.
The changes also phase out the final grade (overall achievement).
