Govt Adopts Road Cargo Transports Bill
The government has adopted a new bill on road cargo transport, simplifying the currently valid act and adjusting the area to EU legislation, Transport Minister Janez Bozic said after the cabinet's regular session on Thursday.
The bill mitigates the business conditions for Slovenian road cargo haulers and introduces basic qualification requirement for drivers in line with EU legislation, Bozic added.
He explained that the bill has been in the works since 2004 and includes many proposals of Slovenian haulers, who were in some respects operating under more difficult conditions than their EU counterparts.
The bill facilitates the acquisition of a permit for haulage by reducing the number of conditions from the current seven to three. Under the bill would-be haulers will need a good reputation, financial capacity and suitable training.
The bill also introduces public tenders for the issuance of transport permits. While they are currently issued by the Chamber of Craft Industries (OZS) and the Chamber of Commerce and Industry (GZS), the bill will allow them to be issued by a company that are selected in a public tender.
This would reduce costs, with investments into offices and permit-issuing equipment to be shouldered by the chosen bidder, Bozic said.
