MPs were virtually unanimous on Wednesday in adopting an interpretative statement of article 62 of the health insurance act, thus effectively preventing the re-incorporation of mutual insurer Vzajemna as a joint-stock company, which was scheduled for 1 February.
The statement dispels doubts about whether the Agency for Insurance Supervision must give the go-ahead for the transformation of a mutual insurer before the actual act of transformation or just pro forma, after the change has been voted through. The MPs, who voted 52:6 in favour, were convinced that any re-incorporation of the only mutual health insurer in the country must be subject to public scrutiny and legally impeccable. The vote ended days of tussling in parliament between a majority of the parties and the opposition National Party (SNS), which sought to block attempts to halt the transformation by entering a referendum bid on proposed changes to the health insurance act. The referendum bid was referred to parliament by lawmakers, who then scrapped plans for changed to the health insurance act and instead opted to halt the transformation with an interpretive statement.
