The main focuses of the Programme for the Stimulation of Foreign Direct Investment for the period 2005-2009, adopted by the Government at the session, are: equal treatment of domestic and foreign companies, the reduction and elimination of administrative obstacles to employment, lowering entry costs for initial investments and the aggressive marketing of Slovenia as a location for foreign direct investment.
The goals of the programme are between 1000 and 1500 new jobs a year and annual inflows equivalent to 1.0–1.5% of GDP excluding acquisitions and privatisation. "The employment objective was almost reached in 2004 (900 new jobs in 2004), but we are still a long way from the capital inflow objective," said economy minister Andrej Vizjak at the press conference. The majority of foreign capital inflow to date has been the result of acquisitions, while the aim is to achieve a shift towards more technology-intensive and capital-intensive foreign investment.
In addition to its practical character, the programme has symbolic importance since it indicates to potential foreign investors the Government’s more committed approach to attracting foreign direct investment.
