Participants of the 4th Noordung Forum, held in Ljubljana on Tuesday under the title "Citizens and the Lisbon Strategy", highlighted that citizens would need to be stimulated to cooperate in the preparation and implementation of the national action plan for the Lisbon agenda.
The annual forum, named after Slovenian space science pioneer Herman Potocnik Noordung (1892-1929), was organised by the Slovenian Science Foundation in association with the Austrian Science and Research Liaison Office.
To activate citizens to come forward with proposals, the implementer of the Lisbon agenda would first need to connect the interested groups and individuals, the forum's participants concluded, according to a press release from the Slovenian Science Foundation.
Furthermore, citizens would have to be stimulated to cooperate in the implementation of the national action plan. The SZF said it was already implementing the Lisbon agenda by making independent investments in human resources, striving to draw in companies as well as citizens.
The final step, according to the participants, would be changing the mentality of the Slovenian society, who should prove it has overcome a period of indecision whether transform from an industrial society into a society of knowledge.
The strategy's implementation depends on public and private partnerships in research and innovation. A clear choice of primary research and development fields is also necessary, along with budget support, the participants highlighted.
Apart from examining the challenges of the Lisbon strategy, the forum also discussed reactions and expectations of the citizens regarding the strategy's implementation.
