Editorial
The week's top event, the local elections, saw the spotlight being taken by former CEO of retailer Mercator, Zoran Jankovic, who became the new Mayor of Ljubljana after taking more than 63% of the vote in the capital. Jankovic's independent list also grabbed a majority in the city council, delivering a major blow to parliamentary parties. Other major news included Slovenia stepping up its endeavours for the accession to to Schengen zone. Facing an ever more certain delay in the expansion of the Schengen zone due to problems in setting up the new Schengen information system SIS II, Slovenian Interior Minister Dragutin Mate has hinted that despite a possible support by EU members to a solution proposed by Portugal (SIS I plus), Slovenia's accession to the zone might not come in October 2007 as initially planed.

A memorial plaque was unveiled at the Jezero Cottage in Brdo pri Kranju on Wednesday, marking the place where numerous key decisions in Slovenia's struggle for independence were made. Editorial
The government decided to put together again the Prime Minister's Strategic Council for Economic Development. Prime Minister Janez Jansa has appointed Marjan Senjur as the head of the council. The cabinet has also adopted a bill on the property of the state, provinces and municipalities. The proposed law forms the basis for managing the SIT 2trn (EUR 8.35bn) in property owned by the state and local governments. The island, one of the projects in Slovenia's Development Strategy between 2007 and 2023, is expected to be built by 2020.
Besides, the government is planning to construct a EUR 100m artificial island between the coastal towns of Koper and Izola.

Editorial
The Slovenian government has adopted a resolution on national development projects between 2007 and 2023 which includes 35 projects worth EUR 24bn designed to boost growth and bring Slovenia's GDP on par with the EU's average in ten years.
These key projects will accelerate development and facilitate the achievement of the main objectives of the National Development Strategy - catching up with the EU's average in ten years, or even as early as 2013, Prime Minister Janez Jansa told the press on Thursday.
The main projects listed in the resolution involve the creation of a network of business centres which would create 17,000 new jobs and foster the establishment of some 2,000 small and mid-sized enterprises.

EU interior ministers adopted on Thursday in Luxembourg a new time plan for bringing the Schengen Information System II (SIS II) on line for EU-15 members in June 2008, yet no date date has been set for the bloc's new members, which were originally supposed to enter by October 2007.
As the ministers also discussed the possibility of averting a delay in the zone's expansion with the help of a transitional information system, the Slovenian Interior Minister Dragutin Mate said that an alternative solution via the SIS I Plus system, proposed by Portugal, seems ever more feasible. "Technical details need to be harmonised, with the meeting of EU interior affairs ministers in December expected to bring the final decision on the inclusion of new members," Mate said.

Slovenia hosted an informal meeting of NATO defence ministers in the seaside resort of Portoroz on Thursday and Friday, 28 and 29 September. The ministers agreed to expand the NATO ISAF mission to cover the whole of Afghanistan, including its restive eastern part. They also pledged equipment and weapons for the Afghan army, with Slovenia promising to send 10,000 automatic rifles and up to two million rounds of ammunition.
