Centre for Information Service, Cooperation and Development of NGOs (CNVOS) organises the LUPA NGO festival for third year in a row.

The theme of the festival, which is to take place September 20 – 23 at various locations in Ljubljana, will be the possibilities and challenges of forming partnerships and networks with a view to creating efficient policies on local, national and European levels. The festival will focus largely on politics, namely on the forming of partnerships between government and non-governmental organisations. The festival's extensive program will include a seminar on participatory democracy, a discussion on legal regulation of voluntary work, and a presentation of NGOs and their cooperation with government institutions. This year's LUPA festivals theme-title is The Non-government window of Europe.
