Mojca Kucler Dolinar was born in Ljubljana on 26 August 1972. She graduated from the Faculty of Law at the University of Ljubljana in 1997, and enrolled in post-graduate studies at the Faculty of Law at the University of Maribor in 2000. In 2003 she was a legal intern at a court in Ljubljana.
After graduating in 1998, she worked in human resources at the Mostovna company, and in 1999 she took up the post of independent adviser for general and legal affairs at the Farmland and Forest Fund of the RS.
In 2004 she was elected a deputy to the National Assembly of the RS, where she chaired the Committee on Domestic Policy, Public Administration and Justice. She was also a member of the Committee on Health, and of the Commission for the Rules of Procedure. As a member of the Slovenian delegation at the Parliamentary Assembly of the Council of Europe, she is actively involved in issues of education, culture, science and technology, human rights, and legal and social affairs. She was appointed Minister of Higher Education, Science and Technology on 1 October 2007.
