Lovro Šturm
Lovro Šturm was born on 19 May 1938 in Ljubljana. After graduating from the secondary school in Ljubljana he went on to study at the Ljubljana University Faculty of Law, taking his degree in 1961. He was awarded the title of doctor of law in 1965. Following his degree he took up a post as assistant lecturer at the Public Administration Institute of the Faculty of Law in Ljubljana, becoming a research fellow in 1972. He was the director of the Institute from 1972 to 1984. He also pursued further studies abroad and in 1963 was awarded a diploma by the International Faculty of Comparative Law in Strasbourg.
Between 1990 and 1998 he was a judge of the Constitutional Court of the Republic of Slovenia, and president of the Constitutional Court from 1997 to 1998. In 2000 he was a member of the Government of the Republic of Slovenia and the minister for education and sport. Since 1986 he has been a full professor of administrative law at the Ljubljana University Faculty of Law. He is also the director of the Institute for Human Rights Law in Ljubljana.
He has worked as an expert and consultant at several international organisations: the OECD in Paris (1976 to 1979), the UN in New York (1977 to 1988) and the European Coordination Centre for Research and Documentation in Social Sciences in Vienna (1984 to 1987). Since 1998 he has been the chairman of the Slovene Commission of Jurists, the Slovene section of the International Commission of Jurists.
He has presented papers and spoken at numerous academic meetings at home and abroad. An expert in the science of public administration, he is the author of twelve books and more than 200 essays and articles in periodicals. Within the context of his academic research work he has led 22 joint research projects and presented papers at more than 30 international academic meetings. His most important scholarly papers deal with the lawful functioning of the administration, the constitutional protection of human rights, the legal protection of personal data and the legal protection of the environment.
